During a second attempt, migrants began to pass youngsters over razor wire used along the border to the USA side. The agency says 25 migrants were detained.

"To address the rock throwers assaulting agents and risking the safety of migrants attempting to cross who were already on the USA side, both smoke and minimal countermeasures were deployed", CBP said in a statement.

He warned that this will not be the last confrontation at the southern border, where thousands of Central American migrants have gathered to seek amnesty in the U.S.

The agency said agents saw "toddler-sized children" being passed over concertina wire with difficulty.

Agents used pepper spray upwind and tear gas of the migrants to try and deter them from throwing rocks.

US Customs and Border Protection (CBP) said in a statement on Tuesday that tear gas was used to target rock throwers apart from the migrants who were attempting to cross the border south of San Diego, California.

"Shortly thereafter, migrants began throwing rocks over the fence at the CBP agents and officers".

The AP saw rocks thrown only after USA agents fired the tear gas.


An AP journalist also saw USA agents fire plastic pellets.

The Department of Homeland Security defended Border Patrol agents' use of tear gas at the southern border Tuesday as dozens of migrants tried to breach the border fence in Tijuana.

The incident is undergoing an internal review, a standard practice when agents use non-lethal deterrents, according to CBP guidelines. The area is flat near the highway, then slopes sharply downward closer to the fence, where most of the migrants were clustered.

The incident took place between a highway and the border fence. The rest asked to be transported back home or dispersed to other parts of Mexico.

Secretary of State Mike Pompeo told NPR's Steve Inskeep, "We think this will disincentivize folks who think that if they can make the transit through Mexico - a very hard and arduous journey where bad things often happen to these migrants - we think they will realize that they won't be able to stay in the United States and disappear into our country".

Co-host Brian Kilmeade pushed back on any criticism that President Donald Trump's calling for a border wall was a midterm election issue before saying "Our border is in chaos".

An impasse with legislators over funding for his border wall project is behind a partial shutdown of United States government services which is now in its second week. The federal government began its 12th day of a partial shutdown Wednesday; it is unlikely to end before Congress resumes on January 3.
