US Accuses N. Korea of Breaching UN Sanctions on Refined Oil

The United States has asked the UN Security Council to impose an immediate stop to all shipments of refined oil products to North Korea, after finding that Kim Jong-un's regime has vastly exceeded the UN-restricted quota for oil product imports, the AFP reported on Thursday, citing a confidential us report to the UN sanctions committee.

The report claims that North Korea could have imported up to 1.3 million barrels of refined supplies, which were obtained through ship-to-ship transfers at least 89 times.

"These sales and any other transfer must immediately stop since the United States believes the DPRK has breached the. refined petroleum products quota for 2018", reads the US report to the UN that AFP has seen.

"Chinese customs have always been complying with the UN Security Council's resolutions in a complete, accurate, serious and strict way", Huang noted, referring to the various sanctions against Pyongyang including the Resolution 2371 (PDF).

The committee was expected to take five days to consider the request, which China and Russian Federation are expected to block.

"As China and Russian Federation have reported to the United Nations 1718 Committee in 2018, both member states continue to sell refined petroleum products to the DPRK", the report said.


Secretary-General Antonio Guterres says there will be many "hiccups" in talks between the United States and North Korea on denuclearization "but I think there are very good possibilities for this dialogue to lead to a solution - a positive solution".

Two countries were also flagged in the USA report for their role in provisioning on-the-books exports of petrol products supplementary to the barrels illicitly acquired through ship-to-ship transfers.

The United States provided a list to the Security Council committee of the 89 North Korean tankers and a few select photos, seen by Reuters. The North Korean tanker then proceeded to the port of Nampo in North Korea, docking five days later.

"These sales and any other transfer must immediately stop since the United States believes the DPRK has breached the UNSCR 2397 refined petroleum products quota for 2018".

The sanctions committee chaired by the Netherlands set a deadline of 12:00 pm (1600 GMT) on Thursday Jul 19 for countries to raise objections.
