Flash floods rush through Ellicott City, Maryland, trapping residents

Searchers on Tuesday scouring a river alongside an historic Maryland town ripped apart by flash flooding found the body of a man last seen being swept away by the raging waters as it gutted shops and pushed parked cars into swollen tributaries.

Howard County police confirmed that the body is that of Eddison "Eddie" Hermond, a 39-year-old National Guard sergeant from Severn, Md.

Lopez, who was attending a birthday party with Hermond and her husband, said Hermond left the party to help a woman rescue her cat.

Hermond's friend Joseph Lopez told ABC News that they had been dining at a restaurant in Ellicott City on Sunday when they noticed the parking lot begin to flood.

One person is missing in flash flooding that struck historic Ellicott City.

Officials said Monday afternoon that almost 300 people were rescued. "They are receiving those calls from people who terrified, who are looking for help, who are looking for guidance", he said.

Howard County Executive Allan Kittleman says a man was reported missing to police about 12:30 a.m. today.


Kittleman said that a huge gap - between 25 and 30 feet - opened between Ellicott Mills and Main Street following the heavy rain. "It takes a lot of money and a lot of time".

Gas and electricity have been shut down on Main Street, where water ran through buildings as if it were a tributary of the nearby Patapsco River, which swelled to record levels during Sunday's storms. Lopez told ABC News that he and Hermond chose to wait out the storm and began to help employees sandbag the restaurant's back door as floodwaters rose.

As the flooding subsided, Governor Larry Hogan toured the area and promised "every bit of assistance we possibly can".

Mike Muccilli, a meteorologist with the National Weather Service in Sterling, Virginia, said Sunday it was too early to make comparisons between the two floods. On Sunday the city saw 8 inches over six hours, with most of the rain falling during a three hour window.

Dozens of buildings and hundreds of cars were destroyed.

Ellicott City certainly got the worst of it.

It was a repeat of another major flood in 2016, when two people were killed and the city suffered millions of dollars in damage.
