Citing her faith, presumably Christianity, State Governor Kim Reynolds said the bill was "about life" and it was "immoral to stop an innocent beating heart".

The bill signing came shortly after the Iowa affiliates of Planned Parenthood and the American Civil Liberties Union warned that they would sue the governor if she signed the bill, which the Republican-controlled Legislature quickly approved in after-hours votes earlier in the week.

The bill passed through the Iowa House of Representatives on Tuesday by a vote of 51-46, and passed the Senate on Wednesday by a vote of 27-19. It requires physicians to perform an ultrasound test for a fetal heartbeat on any woman seeking an abortion, and bars abortion if a heartbeat is detected.

The legislation is aimed at triggering a challenge to Roe v. Wade, the U.S. Supreme Court's 1973 landmark decision which established that women have a constitutional right to an abortion, activists on both sides of the issue said.

"Given that there has been a confirmation of a conservative judge on the Supreme Court, and there are so many Trump nominees to other federal courts, I think the anti-abortion movement really feels emboldened to pursue unconstitutional abortion bans", Shumaker said. It is the earliest abortion ban in the United States.

Nonetheless, the measure wouldn't ban abortion after six weeks in all circumstances - some exemptions embrace cases of rape, incest, fetal abnormalities or to avoid wasting the mom's life.


The law will go into effect on July 1, unless the courts block the bill.
