In past months, Kim Jong Un had made public his requirement for his country to denuclearize for United States troops to leave South Korea, as both countries had been jointly involved in military exercises in the wake of potential nuclear attacks from North Korea.

Having built a formidable nuclear arsenal to consolidate his regime North Korean leader Kim Jong Un has asked for the suspension of further nuclear and ballistic missile tests, stating that its quest for such weapons is now "complete".

The thawing of relations between the DPRK and the ROK started with Kim's New Year speech, where he said that his country was "a peace-loving and responsible nuclear power", and called for lower military tension and improved ties with the ROK.

This also comes just weeks before a meeting between current United States President Donald Trump and Kim Jong Un, seeming as if the leader of North Korea seeks diplomacy with the world at large.

Kim Dong-gil, the director of the Korean Peninsula Center at Peking University, says now that North Korea has nuclear weapons, he believes they will use them as a bargaining chip to officially end the 1950-53 Korean War, make arrangements to guarantee North Korea's safety and ultimately allow North Korea to open up its economy to the rest of the world.

The plant is reportedly being constructed in the northern city of Chongsu directly across from China.

Several factors have driven the Korean rapprochement, including the North feeling that it can now negotiate from a position of strength, concern about the belligerence of the Trump administration, and the looming impact of sanctions.

Narang noted that North Korea has already conducted as many nuclear tests as Pakistan and India - six - and may indeed not need to conduct any more underground testing.

The EU also welcomed it while Russian Federation said it was "an important step towards the future easing of tensions" on the peninsula.

Seoul claims Kim has expressed genuine interest in dealing his weapons away.

Earlier this week he dropped his requirement that U.S. troops leave the Korean peninsula as a precondition for denuclearisation.

In the statement released by his Spokesperson, Guterres described Kim's decision as "a positive step forward".

The Portuguese diplomat also praised the establishment of a direct telephone link between the two leaders, which he hopes will help increase confidence and reduce differences.

The North's official Korean Central News Agency explained the country is now making the movement to alter its focus and increase its market.
