Citing Assembly polls in Karnataka, the Centre had last week sought more time from the Supreme Court to set up the Cauvery water management board to implement water sharing formula among Karnataka, Tamil Nadu, Kerala and Puducherry. "We don't have courtesy even for retiring members", Naidu had remarked recently after his repeated appeal for maintaining the decorum of the House to bid farewell to 40 retiring MPs went unheeded by AIADMK members who were protesting over the Cauvery water issue.

At noon, when the Lok Sabha reconvened, AIADMK members were back in the Well raising slogans for setting up the Cauvery Management Board.

Rajya Sabha chairman and Vice President Venkaiah Naidu after no business were able to function in the Upper House on Wednesday slammed the members of the House for creating the ruckus and not letting the Parliament to function.

No sooner had 12 new members taken oath of office that opposition members trooped into the well of the House displaying placards in support of their demand and shouting slogans.

Members of the TDP and KVP Ramachandra Rao of the Congress held placards demanding special status for Andhra Pradesh.

"Narendra Modi - Dalit Virodhi" - "Narendra Modi is anti- Dalit" -, was the slogan raised by Congress and BSP members. They also shouted "Dalit virodhi yeh sarkar, nahi chalegi, nahi chalegi" (This anti-Dalit government will not be tolerated).

TDP lawmakers of the House shouted "Save Andhra" slogans.

As both houses of Parliament were disrupted for the 20th day, opposition leaders, including from the Congress, BSP, SP, DMK, NCP, Trinamool Congress and the Left parties, met to discuss the lack of debate, they said.

The Speaker urged AIADMK members to return to their seats, saying she will not be able to take up notices on the no-confidence motion unless the House was in order.

"We have not transacted any bills, country wants development, you are testing the patience of the people of the country". What is the difference between people shouting slogans outside and here. "You have not transacted any business including important legislation".

He said handful of people were obstructing proceedings over their agenda.

Slamming the members of the House, Venkaiah Naidu said, "You want these kinds of ugly scenes to be seen every day by people". This is not good. this is not democracy. "This is in fact murdering democracy", Naidu said.
