While state lawmakers raised teacher pay by 15 to 18 percent last week, many Oklahoma teachers say it is not enough.

Critics blame bleak economic conditions in the state on reductions in state income taxes for top earners. It's why Oklahomans from every corner of this state have no trust in the legislature.

Lawmakers praised the moves as positive steps forward for Oklahoma's education system. The state is struggling to keep qualified educators in classrooms because of low pay.

Hundreds of teachers have crammed into the Oklahoma Capitol for a second day chanting to press demands for additional funding for the state's public schools.

Noah Karvelis, one of the grassroots organizers of Arizona Educators United, says they want teacher pay increased by 20 percent and state education funding restored to 2008 levels.

The job action reflected rising discontent with years of sluggish or declining public school spending in Oklahoma, which ranked 47th among all 50 states in per-student expenditures and 48th in average teacher salaries in 2016, according to the National Education Association. While the governor signed the bill, teachers remained unsatisfied with overall education funding. But Oklahoma also passed drastic tax breaks for oil and gas companies, despite the fact that Oklahoma City had already attracted plenty of corporate investment to become a fracking boomtown in the early 2000s. Oklahoma is a right-to-work state, which means that employees don't have to join the unions there.


Second, the diminished power of the unions has led to the rise of grassroots organization via social media platforms.

The pension changes would no longer give conventional pensions to future teachers, instead providing them with cash-balance retirement plans that depend on the stock market but are guaranteed to not lose money.

Ed Allen, the leader of the Oklahoma City AFT, tells NPR he's never seen anything like this negotiation process in his 26 years with the union. The state issued a record number of emergency certifications previous year - about 1,200 - to plug a hole in the large number of vacancies created, when a quarter of Oklahoma teachers left for positions in other states or simply quit the profession.

Mary Ryan, a 22-year educator who teaches middle school computer and science technology in Edmond, said her average class size is around 30 students, and she teaches as many as 180 children a day. The shortage is so deep that one teacher dared lawmakers to fire striking workers, arguing they would teach in Texas, which would essentially make the shortage worse.
