Radouane Lakdim killed Mr Beltrame after the officer swapped himself out for a hostage. Molins said that several explosive devices were placed around the supermarket by Lakdim and the attacker threatened to set them off.

Mr Beltrame was killed inside the Super U supermarket in Trebes. Lakdim was born in Morocco in 1992 but went soon afterward to France with his family, and became a French citizen in 2004.

Lakdim, who had previous convictions for drug use and handling a banned weapon, had been on a list of suspected extremists since 2014 and was being monitored. But the prosecutor said the surveillance didn't detect any warning signs that he was going to commit a violent action or any intention to go to Iraq or Syria, Molins said.

His girlfriend, 18, who has been known to security services for at least a year, was placed under formal investigation on Tuesday, accused of "associating with terrorists preparing attacks", and remains in police custody. The second suspect was a "very good friend" of Lakdim and was under his religious influence, a witness told investigators. French media and opposition politicians have questioned how authorities let Lakdim slip through their net, after a string of attacks in recent years involving young men already on police radar.

Though a clampdown on spending had begun under previous Socialist president Francois Hollande, Macron's government claimed credit for the efforts since his election last May.
