A portion of South Philadelphia is drawn into the newly configured Fifth District, based in Delaware County - a substitute of sorts for the First District, represented by U.S. Rep.

The map became so Democrat-friendly after a series of decisions as to placement of boundaries that helped Democrats.

In its order releasing Pennsylvania's new congressional map, the state supreme court said its map was superior to other maps offered, though it "drew heavily" from those submissions. Democratic nominee Hillary Clinton would have taken the remaining eight districts, although the tally in one district would be so close as to be essentially a toss-up.

It is hard to explain.

Six of those seats are held by incumbent Republicans and five are held by incumbent Democrats.

Elections that have no choices don't attract as many voters as elections that do. The court's plan also splits York County to provide more Democrats for the 10th District, where the incumbent would be Republican Scott Perry.

The new district maps will be applied to the May 15 primaries. "The current map, the legal map, has gerrymandered seats". The US Supreme Court is scheduled to decide similar cases from Wisconsin and Maryland this year.


At the urging of President Trump, Republicans in The Keystone State have blasted a court decision imposing new congressional boundaries as a "power grab" by Democrats, and they have vowed to challenge the decision in federal court.

McKenzie points out that following the ruling that the old map was unconstitutional, state GOP lawmakers tried to appeal to the U.S. Supreme Court.

"Now, let me be clear", he said. In November, Justice Samuel Alito turned down a request for a stay of a federal lawsuit, a case that Turzai and Scarnati won in January.

"The Pennsylvania Supreme Court has engaged in a really fantastic, highly partisan, unconstitutional power grab", he told reporters in the Capitol rotunda. The PA legislators are again seeking an emergency stay.

The Democratic enthusiasm extends beyond Congress to the state's legislative seats as well.

At least, we hope they would. They say the U.S. Constitution only grants legislatures the ability to draw congressional districts and the Pennsylvania Supreme Court can not step in to draw its own map. Citizens v. Perry, "drawing lines for congressional districts is one of the most significant acts a State can perform to ensure citizen participation in republican self-governance.** As the Constitution vests redistricting responsibilities foremost in the legislatures of the States and in Congress, a lawful, legislatively enacted plan should be preferable to one drawn by the courts". Scarnati and Turzai assert that the court's plan was created to fail.

"We have candidates out there now in congressional districts that have been redrawn, and [if this map withstands any kind of challenge] they have been talking to voters who are no longer in their district", she tells OneNewsNow.
