  • Duterte slammed after threat to shoot female rebels in the genitals

"It encourages state forces to commit sexual violence during armed conflict, which is a violation of worldwide humanitarian law", Conde wrote.

President Rodrigo Duterte is said to have made the remarks when he was addressing a group of former communist rebels on Wednesday. "Tell the soldiers. There's a new order coming from the mayor", The Independent quoted Duterte as saying.

Philippine President Rodrigo Duterte says he will not stop his war against illegal drugs despite an investigation by the International Criminal Court (ICC) on extrajudicial killings related to the campaign. He then said that women are "useless" without their vaginas.

It was not the first time Duterte's comments have angered women's groups as he joked several times about rape.

Left-wing group Karapatan said Rodrigo Duterte "has distinguished himself as a frothing-in-the-mouth fascist who incites the worst violations of worldwide humanitarian law".

Following the derogatory remarks by Rodrigo Duterte, a Human Rights Watch based in NY noted that this was not the first time that the Philippine President made such demeaning remarks against the women.

Duterte mentioned the Visayan word "bisong", meaning vagina, repeatedly throughout the speech, although it was later censored from an official Palace transcript, replaced simply with a dash.

De Jesus said the president "further confirms himself as the most risky macho-fascist in the government right now".

"It encourages state forces to commit sexual violence during armed conflict, which is a violation of worldwide humanitarian law", he added.

Once it was widely publicized, Duterte's speech drew widespread condemnation, with critics charging that the leader's penchant for offensiveness is no longer surprising. While speaking about the 1989 prison riot in which an Australian missionary was killed, and inmates had lined up to rape her, Duterte cracked a filthy joke saying that he wished he had the opportunity to rape her himself.

This is not the first lewd remark of Duterte against women.

He also said Duterte's concern for women was evident in his repatriation of Filipino workers from Kuwait.

Last month, Mr Duterte said he would offer 42 virgins to attract tourists to visit the country.

"You know, sometimes, these feminists are really a bit OA", Roque said using the Filipino term to mean over-acting. "I mean, that's amusing. Come on. Just laugh", he told a pro-Duterte social media personality, adding that people "identify with his humour".
