Residents don't seem to have been abiding by the restrictions.

The water was donated by the farming community from the Elgin/Grabouw valley, who first approached city officials about donating water in 2017, after experiencing healthy rainfalls.

The rising population has also played a role in the declining reservoirs levels, with more than four million people now living in Cape Town. They both want the minister to guarantee she will not allocate any of the water promised to Cape Town to other municipalities or agriculture.

Although the high cost of desalination has led the city to focus its attention on groundwater extractions, Neilson says the City of Cape Town is looking at acquiring a large-scale desalination plant to improve the city's water resilience. Rain has not been here since last three years.

The negative impact of the water crisis was likely to extend to the overall growth of South Africa this year, said Old Mutual Investment Group economic strategist Rian Le Roux. It is the largest of five major dams supplying drinking water to the city.
