During the rabbi's funeral, Israeli Education Minister Naftali Bennett said that the only revenge for the murder was the construction of settlements, while Netanyahu underlined the same policy during his Sunday speech.

The vote came as European nations voiced growing concern over settlement expansion in the occupied Palestinian territory, but with US President Donald Trump largely refraining from such criticism, which many Israelis see as a green light. In 2012, it authorized three outposts as settlements: Bruchin, Rehalim and Santana.

"Legalizing Havat Gilad is a new height of groveling before settlers", the group said.

The move to retroactively authorise the outpost will grant it the necessary building permits and access to the state's budget.

Israel on Sunday granted legal status to the outpost, which is home to about 50 families.

Authorities presume the assailant or assailants to be Palestinian.


A military spokeswoman said the rioting broke out while troops were arresting several suspects connected with the fatal drive-by shooting of an Israeli rabbi from the settler outpost of Havat Gilad on January 9.

However, they failed to catch 22-year-old Ahmed Jarrar, the man suspected of organizing the attack.

The Palestinian Health Ministry said one man, 19-year-old Ahmad Abu-Obeid, was shot dead by soldiers during a stone-throwing confrontation.

"A month ago our dear friend Raziel [Shevach] was murdered and instead of sitting here and mourning we decided that we would not give in and we fought together with his widow Yael to have a cemetery built here, to have him buried here and to have Havat Gilad recognized". And we will bring them all to justice.

Roger Kuby, Shevach's father-in-law, told Agence France-Presse the government move was "a small consolation, but an important gesture". For the murderers - we will exact justice.

Havat Gilad is made up of lands privately owned by Jews, undeveloped lands that belong to the state and undefined land in the West Bank area which Israel captured in the 1967 Six-Day War.

"By legalizing Havat Gilad, an isolated outpost deep within the West Bank, the government is harming the chance for two states and rewarding land-stealing felons".
