EU Agrees On Negotiating Position For Post-Brexit Transition Period

The EU agreed on Monday to a set of directives to negotiate a transitional period after Britain's exit from the bloc, clarifying hard lines and issuing warnings to Britain.

Bulgarian Deputy Prime Minister Ekaterina Zaharieva said Monday that European Union ministers gave "a clear mandate" on their requirements for the transition period, to run from March 30, 2019 to December 31, 2020.

"The bigger political battle may come in the autumn when parliament will vote on whether to implement the withdrawal agreement", said Russell. This will allow the Government to take stock of the end of phase one of the UK/EU negotiations on Withdrawal and the commencement of the second stage on Implementation (which will be part of the withdrawal) and the Future Relationship.

"The message is clear: first of all, the presence of the U.K.in the European Union is finished", Le Drian said Monday. "It can not be an endless period".

Despite the possibility of extension, the European Union is keen that the transition does not continue indefinitely.

"We have to use our time and energy not in shaping the transition, but in shaping the future relationship".

The deadline coincides with the end of the EU's seven-year budget period and has always been expected as the end date of the transition.


But the group of peers said the task was complicated not only by its "scale and complexity" but also because "in many areas the final shape of that law will depend on the outcome of the UK's negotiations with the EU".

Britain's prime minister Theresa May, who met senior ministers to discuss their goals for the transition period on Monday, said via her official spokesman that while there was "broad agreement" on both sides, there were differences on "specific detail". The EU wants any dispute, for example, about adulterated cheese or mislabelled meat to be resolved under EU laws, but the United Kingdom insists the British authorities should take charge. The council is a gathering of all the relevant government ministers from the EU's countries. The U.K. wants to be able to negotiate and sign deals, but to hold off from implementing them until the end of the transition period.

Davis also said existing worldwide agreements, which include trade deals with other countries and agreements on aviation and nuclear power, should continue to apply during a transitional period.

Some British politicians are anxious that the European Union can take advantage of the transition period, forcing the United Kingdom into adverse situations.

But UK will not have any say over these rules.

After securing agreement past year on the key separation issues - citizens' rights, the border on the island of Ireland and Britain's financial settlement - the two sides are now seeking to agree a transition and future trade deal. It will continue to have all the economic benefits. Barnier also explained that the rules of the single market will still apply, including freedom of movement.

"Otherwise. there would be a kind of a la carte single market". The UK has always argued the Irish border issue is impossible to solve before trade talks, which have yet to start.
