Colorado Springs military installations see growing number of reported sexual assaults

  • Naval Station Norfolk the largest naval base in the world in Virginia

"We were very, very concerned about victim privacy", Nate Galbreath, the deputy director of the Department of Defense's Sexual Assault Prevention and Response Office, told Scene's sister paper the Riverfront Times.

Five North Carolina military installations are listed among the dozens that show data ranging from 2013 through 2016.

- Service members on active duty (Title 10 status) from all four DoD Service branches and activated Reserve and National Guard. However, reported cases in 2016 were less than half of the DOD-estimated 14,900 incidents among military members a year ago.

- Eligible adult (18 years of age and older) dependents of active duty members.

"Whether it is through victim assistants keeping constant contact, intensive unit training that includes what happens after a report, or by leader focused training that takes into account signs of retaliation and vulnerability, we must dedicate ourselves to providing an environment that encourages victims to report and supports them through the process", Piatt said.

The DOD said Fort Drum had 49 reports of sexual assault in 2013, 79 reports of sexual assault in 2014, 49 reports of sexual assault in 2015 and 76 reports of sexual assault in 2016. A restricted report is not referred for criminal investigation or to commanders. Other reports are addressed by DoD's Family Advocacy Program. In 2014, there were 212 unrestricted reports and 50 restricted. In 2013 there were 37 reported assaults.

The allegations of sexual assault were recorded at the locations where they were reported, which is not necessarily where they occurred.

United States troops have made nearly 26,000 reports of sexual assault over the last four years, with the highest number of complaints being filed from the Air Force. The previous year, it received 114 reports.

The report broke down sexual assault allegations by service and installations over four years, and found that the greatest number of reports were made in the Army - the largest of the USA military services.

That is an improvement over two years ago, the report said, when 15 percent or fewer of sexual assault victims in the military reported it.

The number of reports don't necessarily reflect the number of sexual assaults that occurred at a particular installation, however. The Air Force Academy in Colorado had 44 reports, the highest for the Air Force.

Titled Reports of Sexual Assault Received at Military Installations and Combat Areas of Interest, the document tallies adult sexual assaults (not including domestic abuse) at Army, Navy, Marine and Air Force bases around the world, as well as in areas of conflict where US service people are deployed.
