President Barack Obama's "clean power plan" would have led to coal plants reducing Carbon dioxide omissions.

The decision goes in line with June's decision to withdraw the United States from Paris Agreement with the wider aim to revive the USA coal industry and boost domestic fossil fuels production.

Former New York City Mayor Mike Bloomberg, who announced that it would donate $15 million to support the operations of the UNFCCC after President Trump announced the US's withdrawal, twitted: "The EPA can repeal the Clean Power Plan but not the laws of economics".

"We felt the Clean Power Plan was an overreach in the ability of the EPA to regulate", Niezwaag said. Yet the plan has always been under fire by fossil fuel interests.

State measures plan - includes a mixture of measures implemented by the state, such as renewable energy standards and programs to improve residential energy efficiency that is not included as federally enforceable components of the plan. These requirements, critics argued, would cripple fossil fuel economies, force plant shutdowns and put Americans out of work.

Hal Quinn, Director of the National Mining Association lobby group welcomed the news, by saying that "the Clean Power Plan represented an unlawful attempt to transform the nation's power grid".

Prior to the finalization of the rules in August 2015, power plants - which account for almost 40 percent of carbon emissions - "were allowed to dump unlimited amounts of carbon pollution into the atmosphere", said the Union of Concerned Scientists in a statement. Its effects would vary widely from state to state, but overall was estimated to prevent 90,000 annual asthma attacks and 3,600 premature deaths from air pollution by 2030.

Based on these trends, the Rhodium Group found power sector emissions would fall "27% to 35% below 2005 levels - bookending EPA's target for the CPP" despite the repeal.

The final Clean Power Plan provides guidelines for the development, submittal, and implementation of state plans that establish standards of performance or other measures for affected EGUs in order to implement the interim and final Carbon dioxide emission performance rates. If and when the Trump administration finalizes the repeal, he says he'll seek a court order to put a stop to what he calls an irresponsible and illegal effort to turn back the clock on public health.

Rolling back the rule was a major plank of President Trump's campaign previous year. "The EPA welcomes comment on the legal interpretation addressed in this proposed rulemaking".

A representative from Entergy Arkansas, the state's largest energy provider, wouldn't offer specifics, but said the trend has been toward reducing carbon emissions and that the utility will continue pursuing clean energy sources in its long-term planning while complying with all current federal regulations. "We're going to have little tidbits left". Nonetheless, the abundance and low cost of natural gas and wind power have led many utilities to shutter coal-fired power plants over the past few years.
