'We don't have the votes': GOP ditches latest health care effort

Graham Cassidy is structured to slash federal spending on health care, particularly the Medicaid program for low-income Americans-a program that Kasich expanded in his state under Obamacare. They needed to vote on the measure this week because procedural protections against a bill-killing Democratic filibuster expire Sunday, though they could revisit the issue in future months. Mike Rounds, South Dakota Republican.

Graham said the bill would have passed had there been more time to consider it. "We've got some time this year to deal with it and I think we have to".

In his meeting with the House Committee on Ways and Means on Tuesday, Trump pointed to bipartisanship.

Murkowski has been seen as pivotal to the fate of Graham-Cassidy, because she helped block a repeal bill this summer.

The bill also is a massive redistribution of funding from states that expanded Medicaid coverage to the most vulnerable to those that did not, resulting in billions of dollars in cuts to Medicaid expansion states.

Toomey said that if the United States "had our incentives right" that "much stronger economic growth" would be enjoyed by all. "Once this bill goes down, we're ready to work with you to find a compromise that stabilizes markets, that lowers premiums".

There was no immediate response to the governor's comments from McCain.

"We are not going to be able to do it this week, but it still lies ahead of us and we haven't given up on that", McConnell said.

In fact, it is unlikely to happen at all this year.

McConnell, R-Ky., said Republicans would move on to their next big legislative priority: overhauling the tax code, a feat that has not been accomplished since 1986.

Some of the GOP foes of Graham-Cassidy had their own concerns. GOP Senator John McCain was hailed as a hero by the Democrats for voting against the Republican bill. By contrast, what was being proffered kept numerous taxes to pay for it but instead redistributed the money to the states in the form of block grants.

Minority Leader Chuck Schumer later said the reason the latest plan failed was because "millions of Americans didn't want it".

Collins described that as a misleading promise because it fails to acknowledge the impact of Medicaid cuts called for in the bill. 3 GOP Senate leader, said Monday, after Collins joined a small but pivotal cluster of Republicans saying they're against the measure.

"My oh my has he changed, " the president tweeted. "My oh my has he changed - complete turn from years of talk!"

Protesters were arrested after they blocked the Capitol subway entrance, U.S. Capitol Police said.

"The most frequent frustration we heard from our colleagues ranging from Sen".

After another fresh round of trying to do away with Obamacare, Senate Republicans have cancelled the vote on Graham-Cassidy, the latest last-ditch effort to repeal Obama's signature healthcare policy. "There is no doubt about their commitment to repeal and replace Obamacare and no doubt about their support of local control".

McCain, the influential Senator from Arizona, regards Graham as his best friend in the Senate. Representative Richard Neal (D-MA) said the president made it clear "he was going to work with Democrats on a plan" if his healthcare interests weren't met, according to CNN.
