Trump praised China for taking action against North Korea in his ongoing bid to achieve "complete denuclearization" of the country.

U.S. -Russian relations are at a low point, but Tillerson recalled the cooperation between Washington and Moscow during the Soviet era, despite their Cold War rivalry, on measures to stop the threat of nuclear weapons proliferation. Western Intelligence services blamed the 2014 attack against Sony on North Korea's spy agency, the Reconnaissance General Bureau.

The tremor occurred at 4:29 p.m.

"A key method is to look at the seismic waves or seismic acoustic waves and the latter can be detected in the case of a manmade quake", said the South Korean official, who asked for anonymity. The USGS measured this month's nuclear test at magnitude 6.3.

The U.S. Geological Survey said it could not conclusively confirm whether the quake, which it measured at magnitude 3.5, was manmade or natural.

China, North Korea's main trading partner, has backed successive rounds of United Nations sanctions over North Korean nuclear bomb tests, but has repeatedly said it is opposed to unilateral sanctions and especially "long-arm jurisdiction" over Chinese entities and individuals.

The move escalated tensions with the US and North Korea's neighbors, and this week its foreign minister said the regime's options included testing a hydrogen bomb in the Pacific Ocean. That involved a midrange Dongfeng-2 missile being launched from a deep inland rocket facility to the Lop Nur nuclear test site in the country's far west. For instance, despite Beijing's announcement that it would uphold the sanctions, border trade and economic activities between China and North Korea continued, and Beijing knowingly allowed this to happen.

Vessels and aircraft that have visited North Korea in the past 180 days are prohibited from entering USA under the new sanctions.

Pyongyang conducted its sixth and most powerful nuclear test on September 3, claiming it had tested a hydrogen bomb that could be loaded into an intercontinental ballistic missile.

Beijing's appeal came as a war of words between Donald Trump and Kim Jong-Un escalated, with the young North Korean leader calling the 71-year-old American president a "mentally deranged U.S. dotard". Ri was scheduled to address the U.N. General Assembly on Saturday, a day later than previously scheduled. He said in remarks broadcast on South Korean TV that the countermeasures flagged by Kim might refer to a "strongest-ever" ground-level test of a hydrogen bomb in the Pacific.

"The North has a long track record of manufacturing and selling drugs overseas and it is a convenient fallback for the regime to ratchet up production when sanctions are stepped up and it is harder for them to export legitimate goods", said Stephen Nagy, a senior associate professor of global relations at Tokyo's worldwide Christian University.

"There is no possibility that this could be an artificial quake", Yonhap news agency quoted a KMA official as saying. "It is necessary not to make Trump, a source of the world's worst misfortune, survive to run amok and not to make the US exist on this planet as it only inflicts untold suffering and misfortune upon the Korean nation and humankind". Furthermore, in his new year's speech in 2015, Kim Jong Un spoke of the need to cure what he saw as the "import disease" and rely more on domestically produced commodities - not only strengthening the country's resilience in the face of further sanctions, but intensifying its insular character.
