Mnuchin declined to say exactly what the United States was seeking from North Korea, but said the country must "stop their missile tests and give up their nuclear weapons".

It's plausible that such threats might provoke North Korea into such a test, and there are reasons to think this might happen.

U.S. Treasury and gold prices rose while the Japanese yen strengthened on Friday as the exchange of barbs fueled geopolitical jitters and drove investors into assets considered safer during times of turmoil.

Just 24 hours later North Korea's foreign minister Ri Yong-ho said that the country will take the "highest-level" action in response to his threats.

North Korea has been testing missiles at an unprecedented rate, and conducted its sixth nuclear test despite global condemnation.

The quake was detected in an area around Kilju, in north-east North Korea.

The area isn't where natural earthquakes normally occur.

All of North Korea's six nuclear tests registered as earthquakes of magnitude 4.3 or above. The last test registered as a 6.3 magnitude quake. Other possible causes include landslides or the collapsing of test structures such as tunnels, said Hong Tae-kyung, a professor at the department of Earth System Sciences at Yonsei University.

Tillerson, for his part, played down the possibility of a meeting, telling reporters he did not believe he could have a "matter-of-fact discussion with North Korea because we don't know how their means of communication and behavior will be".

"What may come next is an intercontinental ballistic missile and a nuclear test that is not conducted underground", the minister said.

"The situation surrounding the North Korean nuclear issue needs to be managed stably so that tensions will not become overly intensified or accidental military clashes will not destroy peace", Moon said.

Petroleum exports for use in the North Korea's ballistic missile program or other activities are banned by United Nations sanctions, the statement said.

So far, Pyongyang has not demonstrated an interest in serious discussions, Susan Thornton, acting assistant secretary of state for East Asian and Pacific affairs, said later in a meeting with reporters in NY. It will also ban imports of textiles from North Korea.

Four sources earlier told Reuters that China's central bank has told banks to strictly implement United Nations sanctions against North Korea.
