California Lawmakers Send 'Sanctuary State' Bill To Governor's Desk

If passed, it would limit state and local law enforcement agencies from communicating with federal immigration authorities and prevent state and local police departments from questioning people on immigration violations.

This year, California lawmakers have strengthened protections for undocumented immigrants, increased the gasoline tax and extended a program aimed at compelling businesses to reduce air pollution, all in opposition to federal policies.

Trump issued an executive order in January targeting funding for cities that offer illegal immigrants safe harbor by declining to use municipal resources to enforce federal immigration laws.

After talks with Brown, amendments to the bill made this week would allow federal immigration authorities to keep working with state corrections officials and to continue entering county jails to question immigrants.

"Now, more than ever, it is imperative that California law clearly distinguish state and local law enforcement officers from federal deportation agents", said Pasquarella.

The original proposal by Democratic state senator Kevin De Leon would have also prohibited state and local police from reporting undocumented immigrants to federal authorities unless they had committed violent or serious crimes.


Illinois' Republican Governor signed a bill last month protecting people from being detained because they are the subject of an immigration-related warrant. The compromise helped shift the Police Chiefs Association's stance to "neutral".

The California State Assembly passed a package of housing bills Thursday night, potentially appropriating billions for affordable housing development and rewriting the way California cities manage new development. One lawmaker said the bill would cause "chaos".

Acting Director Thomas Homan says in a statement Saturday that the legislation "serves to codify a unsafe policy that deliberately obstructs our country's immigration laws".

Proponents of the California Values Act cited residents' fear of law enforcement amid the looming threat of deportation as a vital reason to pass the bill.

Brown said the Legislature, on the final day of the session, had taken a "profoundly important vote" that would prove "good for the American people". The Sheriffs' Association is still against the bill.
