Although North Korea is known to have tried to assassinate South Korean leaders at least twice, it is highly unusual for the North to claim to be a victim of a South Korean plot.

He laid a wreath Wednesday at a memorial to Marines who fought in one of the fiercest battles of the Korean War, where a rearguard USA action enabled a mass evacuation of Korean civilians, including Moon's parents. Both early into their terms, this visit is an opportunity for the presidents to form a rapport and reaffirm the US-South Korean alliance. -South Korea free trade agreement (KORUS) has been good for both countries, especially in the auto industry, where now half of all Hyundai and Kia cars are built in the United States.

Listen closely to what US officials like to say about America's long security alliance with South Korea, where 28,000 USA troops are stationed in bases around the country.

The US recently deployed an advanced missile system on South Korean soil to counter potential threats from the North, angering Pyongyang. The President is "telephoning [Xi] so often to ask about Korea co-operation that Chinese officials grumbled to American contacts that their president is 'not our North Korean desk officer'".

In May the U.S. House of Representatives voted to enforce secondary sanctions against non-U.S. firms for hiring North Korean workers. The Trump administration is particularly concerned with the development of an intercontinental ballistic missile (ICBM) created to target the US. Foreign steel companies have been concerned that the investigation may be aimed at shoring up American producers and cutting out foreign competition.

Trump is also expected to raise unfair trade practices in the auto industry that account for almost 80 percent of the bilateral trade deficit.

"South Korea in many respects is the model ally because they are spending somewhere in the order of 2.7 percent of their GDP on their defense", the official said, according to Axios.

Another thorny issue the leaders are likely to take up is trade. Moon said Wednesday that reducing the joint military exercises was not an option for now. South Korea only imported $1.6 billion in US autos while it exported $16.1 billion in autos to the USA that year.

President Moon also stressed economic prosperity on the Korean Peninsula is linked to security. But on Monday, the Japanese newspaper Asahi, quoting anonymous sources, reported that Ms. Park had approved a plan for the National Intelligence Service to overturn Mr. Kim's government in 2015.

"For too long, have we been closed off from each other", Moon said of North Korea in a speech last week.

"During the process of realizing my government's plan, you will be able to invest in Korea with no concerns".

The reports led to the belief that regime change was possible in North Korea, despite contrary reports that suggested the situation in North Korea was stable.

Pyongyang's powerful ministry of state security said last month that it had foiled a plot by the USA and South Korean spy agencies to kill Kim using a biochemical weapon.

South Korea on Thursday sent back eight North Korean sailors who were rescued by the South Korean coast guard in the East Sea last week.
