Abedi also said he was sure Salman had not been a member of Islamic State of Iraq and the Levant (ISIL).

A third suspect, a local woman, was also arrested Wednesday overnight during an armed raid but was later released without charges. He and younger brother Hashem were ordered by their father to move to Libya several weeks ago, said a friend of the family who last spoke to Ramadan on Tuesday.

What's happening with the investigation?

In Libya, killer Salman Abedi's father and brother are in detention.

Younger brother Hashem, 20, was held by militia in the Libyan capital Tripoli, as was their father.

Details of the intelligence agencies' knowledge of Abedi came as police hunting the "network" behind his attack said they had made "significant" arrests and seized "very important" items in raids linked to the investigation.

Abedi's relative said he had spoken with his brother only, asking that his message be relayed to his mother. "There's extensive investigations going on and activity taking place across Greater Manchester, as we speak".
